does Diff actually work (for two files with same name)?

I've got two files:
C:\TEMP\dll_compare\alpha\MyDll.dll (not the real file name, but the two files are named the same)
C:\TEMP\dll_compare\dev\MyDll.dll

No matter how I select these two assemblies using the Diff tool, it always says "comparing to self". Is it not possible to compare two assemblies that have the same name? What good is this tool if that's the case?

I load the assembly in the alpha directory. I select tools Assembly Diff. It says (on the right) <No Destination Assembly>. I select [...] button. I select [...] button on file line. Then I select the assembly in dev directory. Then it says (on the right) <Comparing to Self>.

That's broken.
